Account monitor movable icon

Summary:

Hi Team,

We observed that for End users who has access to General Accountant & General Accountant Manager roles can't have option to move the account monitor tab in General Accounting Dashboard.

Whereas user who has Application Implementation Consultant role they are able to perform the same function.

Is this expected Functionality in cloud please confirm?
