Recruiters ability to view all country documents and select one while creating offer letter

Hi Team,

We have a requirement, wherein recruiters should able to access all internal country documents and select only one specific for candidates while creating an offer letter.(Similar to taleo wherein all recruiters can choose required documents for candidates). Please suggest if any workaround
