Person profile content section approval flow

Summary: I would like to know if it is possible to send the approval notification to the HR administrator approve when the employee add an item in a section of the talent profile. I tested and the approval goes directly to the manager, but I would like to send the approval only to the administrator. Does anyone know if that is possible?
