Quarterly Release Pre-Work caused many processes to stop working

Summary:

We had 24A go into Production at the weekend just gone, however on Friday afternoon, hours before scheduled down time for the patch to go in, many processes stopped working. For example, offers were not sending, internal moves were not processing, recruiters were unable to attach job offer letters to offers and generally all processes in the system were running extremely slow. This is the second patch were this has happened however this one was more problematic with things still being stuck and not fully processed, for example we have internal moves that were actioned on Friday that still haven't
