We are trying to make comments as mandatory field

Summary:

Hi Team,

We need to make comments as mandatory field while raising adjustment in collections workbench.

We tried to perform page customization, however system allows to perform the customization under the 1st screen and not on the 2nd screen.

1st screen highlighted in yellow alone system allows to make as mandatory

in 2nd screen, we are unable to perform page customization. Sandbox doesnt get enabled in this screen. Could you please assist?
