Cannot update ratings for employees whose ratings have been not submitted by the manager

We have enabled calibration in our performance document but the CnB team is not able to add ratings for those employees whose ratings have been not provided by the employee or manager. CnB team should have the access to update the ratings in the worksheet regardless of ratings provided by managers
