How to grant a user access to one ledger to manage the period close?

How to grant a user access to one ledger to manage the period close although he has access to 2 data access sets grant him access to the two ledgers

the user has access to 2 ledgers assigned to his custom GL role, however, we received a request to grant him the period close privilege to one ledger only, I tried to add the privilege through the custom role, unfortunately, the access to period close is granted to the two ledger, could you please support?
