We have a case where a user gets 2 notifications from the same workflow FinExmReimToEmpByDepositFyi

EMP A gets a workflow notification - FYI: Expense Reimbursement (675.55 GBP) was initiated for your bank account ending in the digits XXXX

Email is sent from EMP B <oracle workflow email id>

EMP A gets another workflow notification - FYI: Expense Reimbursement (675.55 GBP) was initiated for your bank account ending in the digits XXXX

This time email is sent from EMP C <oracle workflow email id>


We would like to know why same employee gets 2 notifications from different users. EMP C's manager is EMP A and EMP B is not related to EMP A or EMP C
