Why doesn't the 'Not Managed by HR' person type have a payroll relationship

Hi All,


We are currently in the process of converting 'Contingent Workers' to the 'Not Managed By HR' (Non-worker) worker type. 

However, we have identified an issue wherein records created as 'Not Managed By HR' doesn't have a payroll relationship attached.


It's worth noting that other Non-worker types, such as 'Non-worker,' 'Non-worker paid,' and 'Non-worker unpaid,' have a payroll relationship when created.


Even the 'Non-worker unpaid' type has a payroll relationship, whereas the 'Not Managed By HR' type does not.


Note: We want the existing HCM extract (User Entity: PER_EXT_PAY_EMPLOYEES_UE) to fetch this data.
