Manage Compensation Eligibility based on Salary Change Date

Looking for some assistance in how an eligibility profile could be created to restrict compensation review eligibility based on when the last salary change start date. The requirement we have is that you should have a salary change between January 1 to April 1 with the action reason legislative increment to be eligible for the annual cycle. There is nothing in the standard eligibility profile options to built that logic, so i am assuming it would be a fast formula . We achieve creating a value set the picks up the latest salary change that is also filtered using action reason
