Why Isn't the Suggested Candidates section always visible?

Summary:

We are not sure why the Suggested Candidates section isn't always visible and when it is, it isn't populating with candidate details.

I am logged in as the same user and navigating from one requisition to another I get seemingly random results. Note, all of these are posted in the USA without any limits on AI functionality for this country. All processes seemed to be scheduled as expected.

In the requisition below the section doesn't even display:
