Can "Track Changes" feature be automatically set when downloading Terms

Summary:

Can "Track Changes" feature be automatically set when downloading Terms & Conditions in Negotiations? We are using the Terms & Conditions download button during Negotiation Creation and directly attaching it to a Sourcing Requirement where the idea is the Supplier will suggest their changes on the Terms & Conditions and attach it to the Requirement during response creation.
