Prescreening Questionnaire - Edit Question (Not able to edit) Any Role issue?

Summary:

Do you know when would the option "create a new version of the question" will be locked? We found it is locked for some of the pre-screening questions in ORC. Is any Role is missing for this? Or what is the root cause and it is happening for few user.
