Ensure that when delivering a partial quantity from inventory, the transfer order remains open?

Summary:

How to ensure that when delivering a partial quantity from inventory, the transfer order remains open instead of closed, allowing for completion at a later time?

Example:

• A requisiton is created for 100 units of an item, with Source type 'Inventory'.
• The inventory organization only has 40 units.
• The inv. org. deliver those 40 units.
• The transfer order status is now 'Closed'

The problem in this case is that there are 60 units left to deliver, but because the transfer order is closed, the requester must enter another requisition for that 60 units.

Is there a way to prevent this happen? So until 100% of the requisition is deliver the transfer order remain 'Open'.
