Need to build Req approval based on the category on the line number 1

Summary:

Hi All,

We have a requirement to build the Requisition hierarchy based on the category on the line number 1 of requisition. Even if there are mix of categories on multiple other lines, we always wanted to validate the category on line number 1 and route the approvals. We don't have Line number attribute on Req and PO but we have Line number on the Invoice Approvals.

Please provide your suggestions to achieve this approval setups.
