FBDI Requisition import with referenced to CPA

We are trying to import requisitions using FBDI where Requisition Lines need to refer to a CPA. But we are getting the Error "The value of the attribute Source Agreement isn't valid." in the Import Requisition Program.

The CPA is a value based CPA without any line item specified. Is it not allowed to do spreadsheet upload for Requisition lines referring CPA?
