How to hide an ORC Phase from the Manager

Hiring managers now have access to move candidates into a Phase they couldn't previously see

Please can someone tell me where I configure ORC to prevent hiring managers from seeing a Phase via the Move button? Previously they could only see and move candidates in the HM Review and Interview Phases. Now they suddenly have access to our custom Pre-Employment Checks phase.
