IDR is not driving the BU from the email subject area

Summary:

As a vendor I am sending an AP Invoice and I include in the subject area "INVOICE1234_300000013411644" where 300000013411644 is my BU ID.

but the system is creating the invoice with a different BU. Am I doing something wrong?
