Sign on bonus payment for Pending Workers?

Summary:

Is there an effective approach to paying pending workers an early sign on bonus? We have some workers where we pay them a sign on bonus prior to their official start and prior to completing their onboarding checklists. At first we were terminating them to return them to complete onboarding however that approach has proven to have its challenges.
