How can we only show ship-to address in the ship-to section of the order screen?

Summary: can we only show ship-to address in the ship-to section of the order screen.

In case, when we did not set any ship-to address. The ship-to section in the order screen defaults the primary bill-to address.

is there any way to restrict from defaulting this field??
