Can we add a condition in GL journal rules of Attachment as mandatory.(Rule in Spreadsheet)

Summary: I have to put the condition as Attachment as mandatory in GL Journal Approval rules. I can see at header level "Attachment Exits Indicator" But if putting "Y", "YES", "SUCCESS" its not working. Even I had used the reject condition if there is not attachment and Put "Attachment Exits Indicator" as "N", but its rejecting all the journals. So can someone help me how to write the reject condition if there is no Attachment at the journal header.
