DFF not available at smart form level in responsive self service procurement

Summary:

Currently when using self service procurement we have Line Level DFF enabled which is enabled at smart form level as well as when we review the lines after adding to cart. However, when we enable RSSP, line level DFF is only available after we add to cart, view cart and edit. We want to to be able to see the DFF at the smart form level as available in SSP. Please can you suggest how can we make it visible via personalization?
