Tax Automation Global Save

Hi,

Just want to ask, inside the link below, it was stated that if Power Users were assigned a Launch permission in the Tax Automation Global Save, it will allow Power Users to run that rule. However I want the opposite, I tried not to add the Power User and tried to configure it with "No Launch" setting but the rule still successfully executed when I save the Tax Automation form. Is there any configuration that I am missing?
