Need Sales Tax Withholding on Invoice and Income tax WHT required on Payment level

Hello,

I have a requirement regarding withholding tax which is sales tax withholding must be calculated on the invoice level after validation, on the other hand, income tax withholding must be calculated on the payment level. Kindly let me know whether it will done within one regime if we have to create two different regimes, or if any other configuration we must complete to meet that requirement.
