How to restrict a user from creating a new sales order but allow submitting draft/revision.

Summary:

Requirement is that user should not be able to create order by themselves from Order Entry Screen. I understand there is a role to restrict the order creation, however we still want user to submit the draft order and revise an existing order if required. Is this achievable through user roles/privileges? If not is there any alternate solution for the same?
