Unable to select people when clicking on 'Act as Proxy'

Hi experts,

I'm unable to select people when clicking on 'Act as Proxy' manager. I can find people but cannot select any of them...

Can anyone relate on why this is happening? In test environment all worked fine, we reproduced the same behavior in dev2 and we are experiencing this situation.
