FTE Worker Assignment Work Measure rule checking prior rows

Summary:

Attempting to impose object validation on the FTE so that an error would be thrown if the value was greater than 1.

Issue comes in because the prior row on the assignment will also have the FTE at greater than 1, so any data correction must occur from bottom up. We want it to be possible to correct the issue at the top row even if there are values greater than 1 in prior rows.

How can we tell the rule to only check the current row?
