Approver can't see change order detail from bell notification

Hi

We face the issue where approver can't see the change order detail when he/she clicks the change order number URL in bell notification. it comes as blank page. Does anyone know what roles are missing to make approver able to see the change order detail?










When user click the link, it will redirect and display the blank page:
