Absence Plan auto enrolment not working for New Hires when using Contract Type

When hiring new employees they should be auto enrolled in a Annual Leave Accrual Plan. This is not working .

I have tested the eligibility profile by running the Update Enrolment process and they get enrolled in the correct plan, so they are eligible. This auto event process has not been disabled via the HRC_DISABLE_HCM_EVENTS_PROCESSING: Profile Values.

We are using Contracts which is part of the stages in the Hire an Employee task flow. I have a contract Type requirement in the Eligibility process via a Fast Formula (see below ) . If I remove this condition , the auto enrol works. Which cannot be correct , as it is part of the Hire an Employee tasks flow, but wondering if there is an bug with this when the event runs , it doesn't see the contract type record at the time the auto enrol runs ?
