Object Workflow Email - To Send to Emp upon Creation

In Redwood HD we're trying to configure an object workflow email to send upon a request being created, but we only want this to send when an employee creates the request, not when an agents creates.

Employees will complete the delivered Category field, whereas agents wont, so we've tried to use this as the trigger.

We've tried to achieve this with various scripts / execution scheduled / both event points, but all of them still seem to send the email when the requests is created by the agent too.
