How Do I Customize Requisition Filter List

I need to customize the job requisition filter list on the Hiring component.

I'm attempting to customize the list of available filters for job requisitions shown below.
When I click on the gear icon in the top right of the callout in the above screenshot and select "Configure for Others", I get a message that "The tool Page Composer is in a read-only mode. To make application changes, you must be in a sandbox that supports this tool." However when I activate a sandbox with page composer enabled, the option to Configure for Others is gone. I've attempted to edit the component through page composer's structure and select tools, both without success.
