Dispute without credit memo from Collection

Summary:

Dispute without credit memo from Collection is not working

Content (please ensure you mask any confidential information):

Our client wants to create Dispute, but they don't want to generate credit memo. Is there a possibility to do so ? We tried to update 

FinArTrxnsCreditMemosAutomaticManual with "HtOutcmeCreateManualCreditMemo" 

It seems it is not working. 

If we create dispute, credit memo approval flow goes to error.
