Can we create a condition rule based on Country populated in Skills and Certifications

Summary:

If an employee adds a Licence to their Skills and Qualifications profile, can we create a condition rule that makes the province/state mandatory to populate when particular countries are selected?

For Canada and US qualifications added, we would like the state field to become mandatory to enter. Only when either of those countries are selected. Is this possible?
