Is Order Management required if customer does not sell physical items,only subscriptions?

Summary:

1) Shouldn't the ideal flow be from CPQ-> Subscription Management instead of CPQ-> Order Management-> Subscription Management?

 2) Customer also sells non-recurring services. Is OM then required just for this functionality?
