Pipeline Custom List working mechanism

Summary:

We are using pipeline specific variables for passing params and works fine when using (substituting) single value for this. When using custom list it allows only one value at a time for execution from this list. Should this allow multiple values simultaneously or only one value will be allowed from this list?
