How to insert the "Communicate" button on Purchase Orders?

Hi everyone,

our customer ask us if it possible to add the communicate button from Actions button and put it out next to view PDF button. I attach some screenshot in order to be more clear.

We'd like to move out the "Communicate" action and insert it like that:

Consider the possibility to have the communication button both next to "view PDF" and in Actions LOV or only next to "view PDF".

I imagine we should use Page composer or something else. Could you explain me how to do it step by step, please?
