Change Salary/Admin Salary Transactions fail with BPM rule or approval issue

Summary:

we have noticed an issue with Change Salary/Admin Salary Transactions fail due to BPM rule or approval workflow is not triggering and failes Transaction.

up on checking we found that the NewSalaryStartDate and PrevSalaryStartDate are same/ mattched then system is not triggering the approval flow.

as an example: If any requester raise a salary change on same date as PrevSalarydate for an employee, can we restrict the effective date not to select as previous salary date or freeze that date not to be picked/available to select in system to solve this issue? can we place any validation on Effective start date or through BPM rules? which can freeze previoussalary date of employee to stop failing it in the transaction?
