Not able to GET Purchase Requisitions using REST API

Summary:

We are trying to GET Purchase Requisition REST API to fetch Purchase Requisitions in which the user performing the GET requests is not the Requisition Preparer or Requester. Is there any way we can get Purchase Requisitions using REST API or any other methods in which the user performing the GET action is not there on the Purchase Requisition as a preparer or a requester but we still can fetch those Purchase Requisitions?
