Chinese And Korean Chat forms - Last name appears before First name

We have out Chat implemented on various languages. We have observed that the Chat Launch Form shows the Last name before the First name in Chinese and Korean Languages.

The Chat_Launch.php (Code attached) has an rn:condition config_check="COMMON:intl_nameorder == 1". If this conditions is true then the Last name field is before the first name esle the first name is before the last name.

Any idea what this rn:condition config_check="COMMON:intl_nameorder == 1" means? And is it okay to remove this condition from the form. Will it have any imapct.
