Create Requisition Page by Role

Hello,
I have two pages for Create Requisition. One is used by Hiring Manager and has a limited number of sections. The other is by the Recruiters and has all sections. The problem is some Recruiters are also Hiring Managers and are auto-provisioned this role. When they create a requisition, they are being defaulted to the Create Req page with only four sections. The create requisition page for Recruiters is 'higher' in the design studio hierarchy. So I am unsure how to enable them to see the more detailed Create Req page.
