All employees appearing in LOV for credit analyst

In credit case folder, all employees who are not even user, are appearing in LOV of Credit Analyst when trying to reassign. Expectation is that only users with Credit Manager role should appear in this list. Any idea why this strange behavior. How to Control this list of values?
