Can we implement an ATM integration in Eloqua using the Rest API's

We do have a bank project, where the client needs an ATM integration which needs to be implemented in Eloqua. Like specific customers will be targeted, and when they try to withdraw the money, they will be getting marketing campaigns on the screen.This has to be done via the Rest API's which we have currently. Is this possible, if so how can we achieve the same?
