Automatic PO creation (Touchless buying) for a Fixed Price Service Line type and category based PR

Summary:

I have a business scenario in which I have PR's created having 2 lines:

Line 1 - Item which is also having a BPA against it.

Line 2- Category based line(Freight), which is of Fixed Price Services line type and only amount is given.

I have kept suppliers, site, negotiated check box ticked and also suggested buyer is given in both lines.

While auto PO is created, it only creates for Line1.

Please suggest.
