How system checks Order amount limit and Credit Limit

Summary:

Hi. When system performs credit check, is Order amount limit also validated or it is just the overall credit limit. I have seen such cases when Available Credit Limit is enough as compared to SO amount but still SO goes on credit hold. Is it because SO amount is higher than Order amount limit? Need some info. in this regard.
