Ability to create requisition for others in the same BU

Hi, we have a requirement where in we want the requisitioner to be able to procure goods on behalf of others in his BU only. What I understand is, when we assign the procurement preparer role to the requester, he will be able to create requestions for anyone irrespective of BU or Legal entity. Is there any possibility to restrict it to only creating requisitions for others to a particular BU
