Create Job Offer for a Rehire - Action add pending work relationship is not availiable

Hello,
we want to create a job offer for a rehire - however the system is not giving us the correct action add pending work relationship. Instead, it is prompting us to use the action add a pending worker.
This however creates a problem when we move the candidate to HR as the system will create a pending worker and that is wrong because we are hiring a rehire, e.g. a person who was once part of our organization and is now coming back. Adding them as a pending worker creates a duplicate in Core, which we have to get rid of manually and then we have to create a pending worker manually, trigger the core duplicate check and then merge the two datasets.
