TCC: Is it possible to extract data from the history table by using effective date concept?

Hi Team,

We need to extract data from date last month till 29 Feb.

If candidate applied for job on 20th Feb(candidate experience 4yr) and candidate update the application on march 2nd (candidate update the experience to 6yr), but when we extract the data for the date 29 we should get the candidate experience as 4yr is it possible to extract the data as effective date range
