AutoComplete Rule for Offer letter does not return any assignment values to use for logic.

Summary:

We have created a basic rule to say if Business Unit is not null populate offer letter. But it does not work. We have built many other field modification and default rules for worker assignment, payroll, and salary basis with success, but this basic test does not work. I also tried basing on any assignment field and no luck. I am thinking it is running the rule right when the offer is started, and the assignment section has not been entered causing a null value.
