Error Message upon Deploying cube: Deploying Essbase Cube Failed. Cannot unlock olap file object

Summary: We have 3 power users in PCMCS. 1 Power User has the ability to refresh the database; 2 Power Users receive the following failed message:  Deploying Essbase Cube Failed.Cannot unlock olap file object. Essbase Error(1053011)

We do not have any additional roles and/or groups other then Service Administrator and Power User. 2 Power Users can add and save dimensions and run rules without any issue.

What is causing this issue? How is the ability to deploy/refresh cube assigned to Power Users?
