Job offer approvals on Compa-ratio

We need to set Job offer rules based on Management levels and Compa-ratio. Can anyone help me setting the rule with the condition that if compa-ratio is greater than 100%, then it should follow a particular rule.

I am unable to put percentage in the condition. How can we achieve this?
